File clone operation failure messages are spamming EMS and customer mailbox with wafl.sis.clone.create.failed messages of  "File clone create of clone file (field: "#") from source file (field: "#") in volume (vol_name) failed with error:SIS clone internal error"  following an ONTAP 9.16.1P7 upgrade.
