FabricPool isn't tiering data that XCP reports as inactive

Issue
- After generating an XCP report on the volume, XCP reports that most of the data was last accessed over a year ago:
- ONTAP has only tiered a minimal amount of data when the volume uses the default
tiering-minimum-cooling-daysof 31 days:
