ONTAP SAN VMWare virtual machines inaccessible after backup reconfiguration

Issue
- After Veeam backup reconfiguration and testing datastores and or virtual machines become inaccessible
- Multiple VMware VMs became inaccessible and failed to boot.
- Multiple VMs unable to be powered off and are not responding.
- Multiple VMs unable to boot with "File system specific implementation of Ioctl[file] failed"
- VMFS heartbeat timeouts and application crashes were observed on ESXi hosts.
