CONTAP-698110: Incorrect S3 Latency Histogram Counters for Higher Latency Buckets

Issue

Server-level S3 latency histogram counters in ONTAP report zero for latency buckets above approximately 18 ms. Operations with latencies in these higher buckets are not reflected in the statistics, the REST API counters, or AutoSupport data. As a result, latency reports for S3 workloads can understate the number of slow operations.
Detection: S3 operations with latency above approximately 18 ms, such as large object PUT or GET requests, or requests delayed by network throttling in a test environment, show zero counts in the higher latency buckets.
