CONTAP-652415: Controller disruption during S3 snapmirror initialization

Issue

During S3 SnapMirror initialization when replicating data to an empty bucket, a controller disruption may occur on the node hosting the empty bucket, with message:
"Encountered absent/absent-allocated-dirty block without OnDemand job. in volume fg_oss_".
The underlying volume is marked as inconsistent and taken offline.
