Issue

Existence of a stale entry in the TOC, failing S3 bucket creation in the ONTAP cluster.
Stale entry could be left behind either due to a bucket create or
bucket delete operation,
CONTAP raised to develop a defensive fix that can detect this stale entry in the TOC
during bucket create, and auto-recover from this condition by removing this stale entry
and allow bucket create to run to completion.
