CONTAP-169691: Object store targets configured on ONTAP become unavailable after two minutes of failures

In previous versions of ONTAP, the object store configured was marked unavailable if there were 1000 continuous request failures or 2 minutes of continuous failures, whichever condition is hit first. 
This condition has been changed to waiting for 2 minutes of continuous failures to be more tolerant towards temporary failures.
