duplicate quota rules

Issue

When creating Quota rule, that rule will show a duplicate entry on a different volume.

cluster1::> quota policy rule show -fields volume
vserver policy-name volume   type target qtree
------- ----------- -------- ---- ------ -----
svm1    default     test_vol user LAB1\user1 qtree1
svm1    default     test_vol2 user LAB1\user1 qtree1
