VSCAN does not connect after ONTAP upgrade

Issue
- After ONTAP upgrade (9.5 to 9.7) to fix bug 1229243, Vscan servers are disconnected with no reason provided
cluster::> vserver vscan connection-status show-extended-stats -instance
- AV connector and Vscan Windows services are running normally
- AV connector test connection poll test and pings are successful to the cluster or SVM management LIF
- Vscan Windows service was restarted with no change and logs state there is no connection
- In AV Connector debug log :
