CONTAP-720217: NFSoRDMA connections may fail after migrating a LIF between different RDMA network adapters on the same node

Issue

When an NFS-over-RDMA LIF is migrated between ports connected to different physical RDMA network adapters on the same node, new RDMA connections to the LIF may be rejected. NFS-over-RDMA traffic can hang, while other LIFs and TCP-based NFS traffic remain unaffected.
The issue affects only the migrated LIF and can occur even though the LIF migration reports success.
