CONTAP-627619: Remove CIFS reference from Qtree export-policy warning when CIFS export policies are disabled

Issue

When modifying the Qtree export-policy to an empty export-policy, such as "default", ONTAP reports an inaccessible warning message for both CIFS and NFS. Although the CIFS export policies are disabled.
::> qtree modify -volume vol1 -qtree qt1 -export-policy default
Info: the newly configured qtree export policies may not be enforced on existing NFS mount points.
Warning: The export-policy "default" has no rules in it. The qtree will therefore be inaccessible over NFS and CIFS protocol.
Do you want to continue? \{y|n}: no
 Open the RFE to remove the CIFS reference from the warning when the CIFS export policies are disabled.
