CONTAP-581165: High FlexCache Lock Counts Can Cause an Unplanned Failover

Issue

On certain systems with limited memory, a large number of locks associated with FlexCache can cause lock-tracking data to consume excessive memory. The system may then hang and initiate an unplanned failover.
The following panic message is seen:
WAFL hung for dataFA_X_p0_i1 with CP timeout value 120 in SK process wafl_exemptXX
