CONTAP-312808: Ontap may crash when upgrade from 9.14.1x to 9.15.1x is performed with Fpolicy Persistent store enabled

Issue

The system must be running Ontap 9.14.1x and Fpolicy Persistent store must be enabled. When trying a non-disruptive upgrade to 9.15.1x or higher version, with IO running, system may crash post upgrade. This issue is cause due to discrepancy in Persistent-store file name format between the two versions, leading to parsing issue post upgrade which my cause system crash.
