Unable to access or launch System Manager after ONTAP upgrade

Issue

After ONTAP upgrade, System Manager will not launch from the cluster management LIF, nor from the node management LIF of the node that hosts the cluster management LIF. 

Other symptoms:

  1. When attempting to access System Manger, a Server 500 error is returned. 
  2. System Manager will launch from the node management LIF of another node.
  3. When migrating cluster-mgmt lif to partner node, able to access system manager. However revert fails.
