CONTAP-616115: Downgrade from 9.17.1P2 using ANDU fails with waiting for reservations to clear

Issue

  • When downgrade ONTAP from 9.17.1P2 to 9.17.1P1 or 9.17.1, it cannot proceed with waiting for reservations to clear error.
  • HA status is shown as down.

  • There is no IC related HW issue and connectivity issue.
  • The issue does not occur when downgrade from 9.17.1P1 to 9.17.1
