ccma quota throughput alerts triggered despite available root volume space

Issue
- Repeated EMS alerts the performance archive data collection rate is too high for the amount of space available even when the root volume (vol0) shows available space:
[Node-03:cmd:ccma.quota.throughput:notice]: The performance archive data collection rate is too high for the amount of space available. The system can only keep 22 days of performance archive data at this rate, and needs 8940MB of additional space to maintain a system performance history equal to the datastore-max-retention configuration value.[Node-04:cmd:ccma.quota.throughput:notice]: The performance archive data collection rate is too high for the amount of space available. The system can only keep 21 days of performance archive data at this rate, and needs 10198MB of additional space to maintain a system performance history equal to the datastore-max-retention configuration value.
- The performance archive (PA) is enabled with a retention period of 28 days.
- The maximum percentage of root volume used for performance archive data (datastore-max-percent) is set.
- Root volume is not full, but alerts persist even after increasing the archive quota and deleting old core dumps/snapshots.
