QoS policy group cannot be assigned to an S3 bucket if the hosting SVM is already assigned to a QoS policy group

Issue

When attempting to assign an S3 bucket to a QoS policy group, the following error is received via System Manager:

Could not assign qtree "myqtree" to QoS policy group "myqospolicy". Qtree "myqtree" cannot be in a QoS policy group because its parent SVM "mysvm" already has a policy group. Either modify SVM "mysvm" to set its QoS policy group to "none" or set it to a fixed QoS policy group or do not assign a policy group to qtree "myqtree".
