Issue

On OCI clusters running ONTAP 9.19.1, an administrator or the ociadmin role can rename a built-in node QoS policy through the REST API when using diagnostic privilege. ONTAP accepts the request and reports success, although the operation should be blocked. The renamed policy no longer follows its expected system-defined name.
