CONTAP-316617: Improper QoS rate limiting during ONTAP upgrade
Issue
- Upgrading from any ONTAP release earlier than 9.14.1 to 9.14.1 or later can trigger unexpected workload throttling and elevated latency.
- The issue affects all upgrade paths that cross the 9.14.1 boundary.
- The highest impacted target version is 9.17.1, since direct upgrades are limited to a 4-version hop, making 9.17.1 the furthest reachable target from pre-9.14.1 releases.
- The node-limit may be incorrectly set to 100 IOPS, resulting in unexpected workload throttling.
- This can be observed by running the command “qos statistics volume latency show", where the observed QoS Min latency will appear unusually high.
- This issue occurs regardless of whether QoS floor (min-throughput) policies are configured — it can be triggered with or without QoS floors.
- This issue might occur on the following platforms
- AFF
- ONTAP Select
- FSx
- CVS (Cloud Volume Service)
- This issue would NOT impact the following platforms since QoS Floor V2 is not supported
- FAS
- CVO (Cloud Volume ONTAP)
