CONTAP-44316: System initialization fails when there are insufficient disks in internal shelf

In certain HDD-based systems with a mix of internal and external shelves, when the
internal shelf has too few disks, the system initialization fails.
For example, a system with 12 disks in the internal shelf and 12 disks in the external
shelf, fails to create root aggregates due to system disruption resulting from a code error.
