Local user account cannot authenticate after password expiry

Issue
- When the local user's password expires, any login attempt returns error "
ACCESS DENIED"
and the user is not prompted to change password and cannot login. - Attempting to manually change the password also gives the error "
ACCESS DENIED
", and the user cannot authenticate with the old or new password.
