In ONTAP 9.6P6 and later there is a limit of 5 incorrect attempts when cc-mode-enabled.  After 5 consecutive failed attempts to change the passphrase, a reboot is required or wait 24 hours.  There is no limit with cc-mode-enabled is set to the default of No.
