Failed to migrate data LIFs: ports not in broadcast domain

- Batch upgrades for large clusters (8 nodes or more)
- Automated Non-disruptive Upgrade (ANDU)
Issue
- During ANDU, the data LIF migration fails as the other batch does not have ports configured for the necessary broadcast domains.
- This causes the upgrade process to pause.
