Failed to assign disk to pool 1

Issue

When trying to assign spare disk to pool 1, then the following error would be reported.
 
Cluster::> storage disk assign -disk 1.30.0 -pool 1 -owner cluster-01
Error: command failed: Failed to assign disks. Reason: Unable to assign disk 1.30.0 to pool 1. Other disks on the loop are assigned to pool0.
