Enabling OKM fails on one of the nodes

Issue

    • An error occurred when enabling Onboard Key-Manager:
          Error: The Onboard Key Manager has failed to configure on some nodes in the cluster. Run the "security key-manager onboard sync" command
    • The same error appears when running security key-manager onboard sync.
    • When running the security key-manager onboard sync command from the node mentioned in the error, it fails with the following internal error:
          Error: The Onboard Key Manager has failed to sync on the local node "node1", error: "Internal error. Failed to setup the Onboard Key Manager on node(s): "node1".
    • This is a new implementation of the Onboard Key Manager, and no items (or only a few items) are currently encrypted.
