EKM modify fails with Error: Client certificate does not exist on all nodes

Issue

Updating the certificates for EKM results in error:  Client certificate ... does not exist on all nodes.
 
Cluster::> key-manager external modify -vserver  <svm_name> -server-ca-certs <cert_name>
  (security key-manager external modify)
 
Error: command failed: Client certificate <cert_name> does not exist on all nodes.
