Debug vreport show command fails with error : "another vreport instance is running"

Issue

The command "debug vreport show" commands fail with the below error:
cluster::*> debug vreport show
Error: show failed: Command failed because another instance of "vreport" is running.
Wait for the operation to complete then try the command again. To remove stale locks use the following command: "debug vreportdelete-locks <node>"
