Create aggregate failed with warning "Not enough spares of disk type SSD on node xxx"

Issue

When creating an aggregate with 11 disks on AFF-150 which contains 12 disks, the below error occurs:
 
::> storage aggregate create aggr1_n1 -node Node-01 -maxraidsize 11 -disklist 1.0.0,1.0.1,1.0.2,1.0.3,1.0.4,1.0.18,1.0.19,1.0.20,1.0.21,1.0.22,1.0.23 -simulate true
 
The layout for aggregate "aggr1_n1" on node "Node-01" would be:
