Cluster capabilities not available after 2-4-2 migration

Issue

After performing a 2-4-2 node migration and upgrading all nodes to ONTAP 9.16.1P11, certain cluster capabilities (e.g., Multi-Admin Verification rules for aggregate operations) could not be enabled

Error: command failed: ... requires an effective cluster version of "DATA_ONTAP.9.16.1".

Example:

  • System Manager and some cluster commands still reported the effective cluster version as 9.13.x, despite all nodes running 9.16.1P11.
  • The issue persisted after upgrading from 9.16.1P4 to 9.16.1P11
