Cannot offline or online FlexGroup volume in ONTAP

Issue

FlexGroup volume cannot be set offline, or online even when using -force:

Cluster01::> volume offline -vserver svm1 -volume fg1 -force true
Warning: Forcing offline volume fg1 in Vserver svm1 can potentially disrupt access to files in other volumes.

Reason: Volume busy. ".
