Cannot create a new bucket from S3 Browser on ONTAP S3

Issue

When creating a new bucket through the S3 Browser or any other clients(e.g. Cyberduck) on ONTAP S3, the client shows an error "Access denied":

ONTAP EMS log:
01/01/2024 10:52:52 node1 INFORMATIONAL mgmtgwd.jobmgr.jobcomplete.failure: Job "Create object store bucket new-bucket1." [id 278] (Create object store bucket new-bucket1.) completed unsuccessfully: Failed to create bucket "new-bucket1" for Vserver "svm_s3". Reason: Unable to find a suitable aggregate for volume "fg_oss_1711112222" in Vserver "svm_s3". Reason: No candidate aggregates are available for storage services: (system default).  (92406008).
