CVO Fails to Upload ONTAP Image from BlueXP to Preform ANDU

Issue

Customer gets the following error when trying to start ANDU in BlueXP when both nodes are healthy. 

Error:Operation Download Cluster Image failed with error Expecting at least two active nodes to store the package, found one active node, exiting. Make sure the cluster has two active nodes before getting the package again.
