CONTAP-649435: delay in resolv.conf creation causes NFS outage

Issue

When DNS configuration is created or modified on a cluster, the resolv.conf file creation on one or more nodes can be delayed by up to ~2min (or more, depending on retry queue depth). This causes DNS resolution failures, NIS lookup failures (ypbind cannot resolve NIS server hostnames), NFS authentication failures, and data unavailability for NFS clients.
