CONTAP-637960: Restarting a node hosting a cluster management LIF will leave the affected LIF offline for 60 seconds

In most versions of Clustered Data ONTAP, restarting or taking over the node that currently hosts the cluster management LIF does not trigger an immediate failover of that LIF. The failover occurs only after the node has been successfully shut down.
This behavior differs from that of data LIFs, which are proactively migrated to another node as part of a shutdown, reboot, or takeover operation.
The cluster management LIF is handled differently because shutdown requests are typically issued through the cluster management LIF itself. If the LIF were migrated to another node as part of the shutdown process, the system would be unable to successfully return the result of the shutdown command.
