CONTAP-560025: Takeover vetoed with resulting error message: 'Key ID: "-" is not restored on node'

Issue

While volume encryption conversion is in progress, takeover/giveback may fail with the following error message:
Mon Sep 15 19:03:17 +0200 [cluster1-01: sfo_arl_worker: arl.veto.kmgr.keysmissing:error]: Relocation of aggregate aggr1 failed due to unavailability of volume encryption keys for the encrypted volumes of the aggregate on the destination node cluster1-02. Details: Key ID: "-" is not restored on node: "cluster1-02".

Trying to restore missing keys shows:
::> security key-manager external restore
No keys need to be restored.
::> security key-manager key query -restored false
