CONTAP-516222: "system license clean-up'' command can't delete Bundle license

Issue

The system license clean-up command can't delete licenses:

::> license clean-up -simulate true -unused true -expired true
(system license clean-up)

The following licenses can be safely deleted:

Serial number: xxx
Owner: xxx
Package Reason
------------------------- -----------------------------------------------------
NFS License unused by any node in the cluster
CIFS License unused by any node in the cluster
FCP License unused by any node in the cluster
::> license clean-up -unused true
(system license clean-up)

No licenses to clean up.
::> system license clean-up -expired
No licenses to clean up.
