Issue

An assertion failure can occur during granular synchronous replication when a throttled operation encounters a Splitter in the Suspending state on the egress path. The response may be held until a flush occurs. If the Splitter transitions to the WritePrimary state before that flush, the assertion condition flushWithFailure || cancelled_op is not met.
