CONTAP-461783: SVM Migrate fails to find suitable destination aggregate for source volumes hosted on hybrid aggregates

Issue

When using SVM Migrate to migrate source volumes hosted on hybrid aggregates to a destination FAS platform, the migrate fails with the following log:
Migrate operation failed. Reason: No eligible online aggregate to place the volume "<volname>". Use the "storage aggregate show -ha-policy sfo -state online -snaplock-type non-snaplock -composite false -hybrid true" to list the eligible aggregates on the destination cluster to place volume "<volname>"
The following log is also seen in the mgwd logs (/etc/log/mlog/mgwd.log) on the destination of the SVM Migrate:
An eligible hybrid aggregate is not available at destination cluster for hybrid volume <volname>
