CONTAP-385089: After network interruption, SM-S/SMas fails to resync with "Operation is not supported as it is involved in a pending operation"

Issue

Following a network interruption and subsequent SnapMirror Synchronous (SM-S) Out of Sync (OOS), a SM-S relationship is unable to resync. 
The affected SM-S relationship repeatedly fails to resync, logging the error:
Failed to remove replication resources from source.(SnapMirror Synchronous Endpoint operation is not supported as it is involved in a pending operation.)
On the SM-S source, sktrace contains messages similar to:
