CONTAP-382570: EMS REST API Omits Lower-Severity Events Unless a Severity Filter Is Specified

Issue

When retrieving EMS events through {}/api/support/ems/events{}, the REST API may return only alert, emergency, and error events by default. Lower-severity events, such as {}notice{}, are not included unless the request specifies a severity filter.
For example, to retrieve a notice-level event, include message.severity=notice in the request.
