CONTAP-360122: REST API cannot change the cluster time zone in FSx environments

Issue

When an authorized user attempts to change the cluster time zone through the REST API in an FSx environment, the request fails with the error: “not authorized for that command” (code 6). The time zone can still be read through the API, but it cannot be updated.
The issue was introduced in ONTAP 9.13.1. It is confirmed in 9.14.1P9; the available information does not specify the exact affected patch range.
