CONTAP-216243: Unable to online volume due to volume busy error

Issue

Trying to online a volume that was set offline produces the following error:

Cluster01::> volume online -vserver svm1 -volume volume1 -force true
vol online: Error onlining volume "svm1:volume1". Unable to set volume attributes for volume "volume1" on Vserver
"svm1". Reason: Volume busy.

The following errors are seen in the event log:
Tue Mar 26 07:03:40 +0100 [Ckuster01-02: config_async_0:wafl.volume.inuse.by:alert]: Flexible volume volume1 online operation failed because the volume or parent aggregate is locked byoperation v:r:status.
Tue Mar 26 16:27:05 +0100 [Ckuster01-02: config_async_0: wafl.volume.inuse.by:alert]: Flexible volume volume1 online operation failed because the volume or parent aggregate is locked by operation v:r:size_r.
