Issue

When creating a user in System Manager the resulting user is unable to login to web services due to password being expired at creation.
-Occurs when the role the new user is assigned to has "Password Expires In (Days)" option set to a finite value.
-Occurs even if the role has "Require Initial Password Update on First Login" set to "disabled".
