Issue

-Node fails to boot with the following message:
[BIOS POST Failure(s) detected: PCIe device missing error detected. Abort AUTOBOOT]
-The controller does not boot with the following console error:
[Boot Loader version 6.0.5]
[Copyright (C) 2000-2003 Broadcom Corporation.]
[Portions Copyright (C) 2002-2018 NetApp, Inc. All Rights Reserved.]
[BIOS POST Failure(s) detected: PCIe device missing error detected. Abort AUTOBOOT]
-Service Processor events report:
[Record 1163: Sun Jun 27 13:58:41 2021 [SysFW.notice]: Device 16/0/0 (CNA0) missing]
[Record 1164: Sun Jun 27 13:58:41 2021 [SysFW.notice]: Device 17/0/0 (CNA1) missing]
-Panic may also be observed on subsequent boot attempts:
[Eth_ntap_name: platform_devname unable to find device XX:0:0
PANIC : make_dev_sv: bad si_name (error=22, si_name=)]
