Issue

1. Evaluate the scope of improvements on the ONTAP end to handle clients behind low-latency/fast-forwarding network switches better during LIF migration - e.g., shrinking the unbind-to-IP-withdrawal window, or installing an ephemeral firewall rule to blackhole inbound SYNs specifically during the LIF migration transition (leaving other traffic, including the final RST, unaffected).
2. Evaluate whether net.inet.tcp.blackhole=1 is a reasonable candidate for a new ONTAP default. Otherwise, provide a persistent mechanism (via command or bootarg support) for net.inet.tcp.blackhole, so this setting survives reboot without requiring manual re-application per IPspace.
