CONTAP-804331: Volume Role Transition Stalls Due to Background Scan Drain Failure

Issue

When a volume moves from active to passive, the system waits for its background scans to pause. In this defect, one background scan did not pause, so the transition could not finish.  The affected volume can hang during the transition, which can delay giveback and takeover workflows.
