Issue

When a volume is being deleted or taken offline, a concurrent operation that attempts to access the same volume can fail. In some cases, this may cause the storage system to experience a panic with the message {}assertion 'saved_errno != 0' failed: file 'prod/common/util/util_volref.cc', line 89 in SK process repl_Handle_sync_control{}. The resulting error may not clearly indicate that the volume is going offline.
