CONTAP-199864: NFSv4 read/write Performance degradation might be observed when using FlexGroups

FlexGroup NFSv4 read/write performance may be degraded after performing FlexGroup rebalancing in ONTAP releases earlier than 9.12.1P16,9.13.1P13 and 9.14.1P9.
Additionally, intensive write workloads on the rebalanced files might also trigger CPU watchdog panics and/or aggregate relocation hangs that are tracked in CONTAP-317207 and CONTAP-319470.
