CONTAP-163531: Volume efficiency remains in disabled state.

Issue

Volume efficiency  operations fails with below error including enablement  operation on a volume:
Error: command failed: Failed to start efficiency on volume "vol1" of Vserver
       "vs0": Operation is not configured
Sis Logs shows:
Sun Dec 31 12:42:19 EST 2023 [Vserver UUID: 8316d1d8-a7ad-11ee-8876-00a0989cb7e4] /vol/vol1 [sid: 0] Error (Operation is not configured )

 
This can cause SM transfer to fail as well with the following error :
