CONTAP-124157: Block reclaim scanner may increase disk utilization rate on upgrade

Issue

Block reclamation scanner is used by WAFL filesystem to reclaim space in the background. On certain occasions after upgrade, the scanner may end up running more aggressively which results in an increase in disk utilization. Upon completion of the scanner, the disk utilization will go down.
